Reza Pahlavi, the son of the former shah of Iran, has warned it would be a "grave" mistake for President Joe Biden to rejoin the Iran nuclear deal.

President Joe Biden would be giving in to "nuclear blackmail" by rejoining the Joint Comprehensive Plan of Action (JCPOA) nuclear deal with Iran, according to the son of the former shah of the country deposed in the 1979 Islamic Revolution.

Reza Pahlavi, who now lives in the U.S., from where he advocates for Iran's transition to a liberal democracy, told Newsweek in an interview that it would be a "grave error" for Biden to rejoin the JCPOA, even though its supporters and signatories argue it is the only realistic way to restrain Tehran's nuclear program.

Biden and his top officials have been clear in their desire to resurrect the agreement. It was signed in 2015 by former President Barack Obama and current Iranian President Hassan Rouhani, lifting crippling international sanctions on Iran in exchange for curbs on Iran's nuclear program

Critics, former President Donald Trump included, argued the deal was inadequate. Its nuclear restrictions were set to expire in 2025 and the accord did nothing to constrain Iran's ballistic missile program and its use of regional proxy militias. Even if Iran could be trusted not to run a secret nuclear program, skeptics said, these flaws made the deal unfit for purpose.

The U.S. only remained in the deal for three years. Trump withdrew from what he called a "horrible, laughable" agreement in 2018, beginning a "maximum pressure" campaign designed to isolate and strangle Tehran. But the regime survived economic pain and popular unrest, even with the additional turmoil of the coronavirus pandemic.

The two sides narrowly avoided war as Iran moved away from compliance with the deal after Trump's withdrawal, the assassination of Major General Qassem Soleimani and the killing of nuclear scientist Mohsen Fakhrizadeh

Biden's election now offers hope of a diplomatic thaw, though the two sides must first overcome a negotiating stalemate. The White House wants Iranian compliance before sanctions relief. Tehran wants the reverse. The two sides remain some way apart, but there at least is a desire to deal.

But for Pahlavi and other regime critics, reviving the deal might be worse than the uncertainty of letting it die.

"The decision by the administration to show its hand before it even came to office has caused the regime to scurry to increase the magnitude of its threat with more and higher enrichment of a nuclear bomb's primary material," Pahlavi told Newsweek, referring to measures passed by Iran's parliament in retaliation for Fakhrizadeh's killing on a country road outside Tehran in November.

"Critical components of the deal have lapsed and more will soon," Pahlavi said. "If it had questionable worth in 2015, it is clearly a bad deal in 2021. The United States should not give in to nuclear blackmail."

Desperation is not advisable in any negotiation. Biden may not be desperate, but he is not hiding his goal. He has also sought to allay concerns of JCPOA critics by framing the agreement as a foundation for a "longer and stronger" deal covering missiles, proxies and other issues in future.

For Iran, Biden's enthusiasm could be an opportunity. "The United States will concede as much as in the original JCPOA, for a new one worth much less," Pahlavi predicted. "The administration insists it will build on this to address other issues. With what leverage?"

Tehran is desperate, Pahlavi said. The regime has been forced to suppress protests large and small, driven by a range of grievances including stubbornly low living standards, taxes on key goods, and corruption. In 2019, the State Department said security forces killed some 1,500 people in suppressing protests sparked by a new fuel tax.

American sanctions have turned the screws, with Supreme Leader Ayatollah Ali Khamenei ordering his officials to nullify the measures rather than just working to have them lifted.

Other Iranian dissidents have urged Biden to use his leverage to chart a new path on Iran, rather than returning to the old deal. Sanctions relief, they argue, won't help Iranian.

"The Iranian people will continue to suffer under corruption, incompetence, and brute repression," Pahlavi said. "If the regime really cared about Iranians it would stop funding the bombs used to kill Syrian children and it would buy bread for Iranians."

Iranian leaders have proudly declared Trump's maximum pressure campaign a failure. The former president certainly did not deliver on his promise of a new, tougher nuclear deal with Iran. Still, his administration badly hurt the Iranian economy, cut vital exports and built a strong anti-Iran regional axis.

But the former president failed to engage Iranians, Pahlavi said. "The maximum pressure campaign successfully weakened the regime, but it was incomplete because it was not accompanied by maximum support, or direct solidarity with the Iranian people in their democratic movement."

Those Iranians have suffered under years of international and American sanctions. Warm words of support from former Secretary of State Mike Pompeo and others will have meant little to those struggling to survive. But Pahlavi and other regime critics argue that the only way to truly help Iranians is to remove the regime oppressing them.

"After 42 years of governing beliefs from the Dark Ages, the Iranian people know who is responsible for the evisceration of their standard of living and their most basic social and political freedoms," he said.

"Their aim is liberation from this apartheid regime. [Nelson] Mandela understood this when he asked the world's democracies to sanction South Africa's own apartheid regime and remarked that victory would only be achieved as a result of struggle, including the struggle represented by the international sanctions campaign."

Pahlavi is an influential figure in the Iranian diaspora, but for many his family's name will be forever associated with oppression. His father, Shah Mohammad Reza Pahlavi, oversaw widespread suppression of political opponents spearheaded by the infamous SAVAK secret police.

The shah fled in the face of a popular revolution, supported by individuals and groups from across the Iranian political spectrum, even if Ayatollah Ruhollah Khomeini and his followers eventually came out on top.

Iranians yearning for a free future may not wish to listen to a symbol of their oppressive past. "Judgement is up to history and the Iranian people," Pahlavi said. "If you listen to their chants on the streets of the country about my family, you will get a sense of what they think," he added, referring to some pro-monarchy slogans chanted at demonstrations in recent years.

Pahlavi is working from abroad to organize Iranian civil society and create a blueprint for a peaceful, democratic transition to a genuine democracy. Pahlavi says he is not personally interested in any leadership role for Iranians, but rather "being their advocate, on their side, vis a vis the future responsible authorities."

"I have no personal ambition, which is why many Iranians listen to and trust me," Pahlavi said. "If I symbolize something to my compatriots, it is not about a return to the past, it is about the future. It is a vision for a different and better future."

Exiled Iranian crown prince confident end of ayatollahs' regime is near

Reza Pahlavi, the exiled son of the last Shah of Iran, believes that the majority of the Iranian people see the Islamic republic's track record in the global theater as a failure, and would therefore be happy to strike peace with the Jewish state. "I would love to travel to Israel," he says.

Israel and Iran are archenemies – that is a simple fact of the modern Middle East. So much so, that is it easy to forget that was not always the case. In fact, Iran was the second Muslim-majority country to recognize Israel as a sovereign state after Turkey.

Back in the 1950s, after the pro-Western Shah Mohammad Reza Pahlavi came to power, relations between Jerusalem and Teheran were close. improved. Israel had a permanent delegation in Tehran which served as a de facto embassy and ambassadors were officially exchanged in the late 1970s.

That all changed in 1979, when the Shah's regime was toppled by Grand Ayatollah Ruhollah Khomeini and Iran was declared an Islamic republic. The Shah had no choice but to flee Iran with his family. He died on July 27, 1980 while in exile in Egypt, where then-President Anwar Sadat had granted him a

sylum.

After the 1979 Revolution, Iran severed all diplomatic and commercial ties with Israel, and its Islamic government does not recognize the Jewish state's right to exist. It repeatedly threatens to "wipe Israel off the map."

In an exclusive interview, the Shah's son, exiled Iranian Crown Prince Reza Pahlavi, the founder and leader of the exiled opposition group National Council of Iran, tells Israel Hayom of his unequivocal support for the Abraham Accords, sends his rivals a few poignant messages, and speaks of his wish to someday visit Israel.

Q: What do you think about the new US administration?

"I have always approached and judged every American administration, any foreign government for that matter, the same way and with a singular question – will they stand with the Iranian people? I ask them this not only for the good of my compatriots but for their own national interests as well.

"The regime's destructive and destabilizing actions are not conducive to any long-term relations with the free world. It is yet to be seen how the new administration will act. Still, I feel its entrance on the stage betrayed a miscalculation. They said they will go back to JCPOA [the 2015 Joint Comprehensive Plan of Action, better known as the nuclear deal with Iran] as their sworn enemy was scurrying to quintuple the enrichment percentage of Uranium.

"This action was taken by the Islamic Republic as soon as it knew it was facing an administration that had already committed to return to the deal. It is blackmailing the free world. The only sensible solution to American and regional security concerns and the Iranian peoples' myriad problems, lies in supporting the struggle for freedom and democracy in Iran."

Q: Do you think the administration will return to the JCPOA agreement?

"The fundamental problem with the JCPOA was that it was based on the fallacy of behavior change. For four decades Western powers have believed this regime would change its behavior. It will not. Iranians know that the regime is guided not by our national interests but by its own corrupt, criminal interests.

"That is why I tell foreign leaders in my conversations with them that the only sustainable solution to this crisis will be found by supporting the cause of the Iranian people, not in appeasing their occupiers. Indeed, this is what Iranians tell the world themselves. Many brave activists inside Iran recently wrote as much in a letter to President Biden."

Q: What is your own opinion about the Joint Comprehensive Plan of Action agreement?

"With JCPOA's financial rewards, the regime-controlled three major Arab capitals and intimidated more. It is no accident that the Abraham Accords came to be after that money was cut off and the intimidation lost its potency.

"In the countries like Iraq and Lebanon where people fear the regime's armed militias like Hezbollah, their loss of money and power invited a backlash of popular demonstrations against the Islamic Republic's influence. It also enriched and increased the leverage of radical Palestinians over moderate ones, increasing insecurity for Israel.

"Cash infusion from JCPOA also allowed the Revolutionary Guards to invest in the largest global network of terror and crime organizations, ensuring their continued income and the local populations' insecurity in dozens of countries. What did the Islamic Republic lose? Questionably a few months on its path to a nuclear weapon. But with a free hand to sow mayhem in the region, the regime did not even need nuclear weapons.

"Through its armed proxies, the Islamic Republic has vast regional superiority in low-intensity warfare. But it fears escalation to high-intensity engagement, where it has technological inferiority. That is why it wants a nuclear umbrella, to deter high-intensity escalation.

"If the JCPOA guarantees no escalation, the regime gets what it wants and continues to achieve its regional expansionism through low-intensity operations. But the West loses what it needs: peace and stability in the region. That is why JCPOA is a good deal for the Islamic Republic, a bad one for the West and the nations of the Middle East."  

Q: Do you support Abraham Accords?

"Of course. Stop for a moment and compare opportunities open to youth in the Abraham Accords countries, which I call the Alliance for Progress, compared to the squalor and wretched misery of youth in countries occupied and controlled by the Axis of Resistance: my own Iran, Iraq, Lebanon, Yemen, and Syria.

"Joining societies, cultures, educational and health institutions, as well as businesses and markets has already been a boon to peace and prosperity amongst the accords' countries. But the victory is not complete until Iran is free to move from the darkness of the Axis to the light of the Alliance. I hope it will, soon."

Q: As long as the ayatollahs' regime rules Iran, is there any chance of normalizing relations with Israel?

"No. Unlike most states which define themselves based on what they are for, namely the prosperity and progress of their people, the Islamic Republic defines itself by what it is against. This is not a tactic, it is a hatred that will not go away, because it is also a need – the need for a common enemy to hold various factions together, it is an ideological glue that keeps their security establishment together.

"The regime denies the Holocaust and calls for the destruction of Israel because any thaw, opening, economic or cultural exchange will involve a massive shift of power from the ideologues to proponents of reason. The regime needs the enemy to maintain power.

"The people of Iran, however, have a desire for peace with Israel like all nations of the region and beyond who respect our sovereignty. Iran's Biblical relationship with the Jewish people is deeply etched in our civilization and history and will obviously be revived once this regime is gon

Q: From your connections with people living in Iran, will we be privileged to see you in the near future in Tehran?

"The only thing that matters to me is to be able to stand side by side with my compatriots so that we can return to the path of building our nation."

Q: Will the Iranian regime fall soon?

"I have no doubt. The gradual erosion of faith and trust in Islamist rule since the revolution has accelerated in the last decade. In the last three years, the change has been so drastic that only a few in Iran still believe that the young generation will long tolerate this oppressive regime from the dark ages. More and more, we are seeing defections from within the armed forces.

"This is critical because it will, at the right time, allow the armed forces to stand by the people and allow a peaceful transition. This has been my aim for four decades and I have always called for this national reconciliation."

Q: What are the main issues on which you think Iran has failed in internal and foreign affairs?

"Better than most, the Jewish people know that Iran, in its two and a half millennia of written history, has had glorious chapters. In terms of indicators of human happiness and quality of life compared to the rest of the world, never in our history have conditions taken such a drastic fall as under this regime. In stark contrast, never did they improve as in much as the fifty years before this regime. So we have literally had the best of times followed by the worst of times in the last century.

"From the point of view of the majority of the Iranian people, the Islamic Republic's entire track record has been a failure. From the economy to the environment to health care to our relations with the world, this regime has failed in every aspect.

"It has taken our nation hostage and violated every single aspect of human decency and dignity. Yet this is not surprising because what is important for this regime is not the Iranian people or Iranian national interest, it is its own enrichment and survival. It is, fundamentally, an anti-Iranian and un-Iranian regime."

Q: Do you think the majority of the Iranian people support the ayatollahs' regime?

"Quite the contrary. Would any people trust a regime that brought them the worst of times after the best of times? All the surveys and analyses I see, in addition to my own direct contact with my compatriots, indicate that after decades of a gradual decline, the regime's drastic fall in popularity is accelerating. Indeed this decline in support is even seen in the regime's own establishment."

Q: Does the ayatollahs' regime pose a threat to Israel in the near future?

"The Islamic Republic poses a threat to any nation or people that do not subscribe to its ideology or who do not submit to its will. That is why first and foremost, it poses a threat to the people of Iran. It poses a threat to the nations of the Middle East whose sovereignty it attempts to usurp with its terrorist proxies. And yes, it poses a special threat to the State of Israel. It ןs belligerent and hateful chants are not mere rhetoric."

Q: If you are invited to Israel, will you come to visit?

"I would love to travel to Israel and meet its people. I believe it has much to offer my own country especially in high-tech and environmental management. We are both nations with significant water concerns and I believe our scientists would benefit greatly from learning from their Israeli counterparts.

"I would like to visit Israeli universities and think tanks I have heard about and respect. But above all, I would like to meet the Iranian community living in Israel who are proud of their Iranian heritage and have preserved our culture and way of life in Israel better than it is allowed under the Islamic Republic's hatred of our history and heritage."

Q: If you return to power in Tehran, do you want relations with Israel to be as excellent as they were with your father?

"I do not seek power for myself, only to be a voice of and advocate for my people. My aim is to liberate my country and establish a secular democracy based on the will of the people.  As such, I have no doubt that the children of Cyrus the Great always have a special place in their hearts for the people of Israel."

Q: Are you in touch with senior Israeli officials?

"In the past four decades as I have advocated for secular democracy in Iran I have met with leading social, business, and political figures from around the world, including Iranian and non-Iranian Jewish groups, to explain and share our viewpoints about our struggle for secular democracy in Iran."

Q: Finally, what is the message that is important for you to send to the citizens of Israel?

"The Islamic Regime, from its inception, has celebrated death. My favorite toast, on the other hand, is the Jewish "l'chaim": to life! We Iranians, as a civilization, prefer to celebrate life rather than death. Those who think alike, like the people of Israel, are natural friends and allies."

ولیعهد سابق ایران در گفت‌وگو با یک رسانه اسرائيلی تاکید کرده که جمهوری اسلامی تهدیدی برای کشور اسرائيل است. او گفته دشمنی با اسرائیل تاکتیک نیست بلکه هم چون ملاتی است که ثبات و امنیت جمهوری اسلامی را تضمین می‌کند.

شاهزاده رضا پهلوی در مصاحبه با وب سایت "اسرائيل هایوم" نظراتش را درباره برجام، دولت جو بایدن، توافق صلح ابراهیم و رابطه ایران با اسرائیل بیان کرده است.

او درباره دولت جدید آمریکا گفته که همواره و همیشه از هر دولتی که در آمریکا روی کار آمده، و نیز در مقابل هر دولت خارجی این پرسش را مطرح کرده که آیا در کنار مردم ایران خواهد ماند؟ او گفته ماندن کنار مردم ایران نه تنها برای هموطنانش بلکه برای منافع ملی خود این دولت‌ها نیز پرفایده است.

شاهزاده رضا پهلوی در عین حال گفته که دولت بایدن دچار یک اشتباه محاسباتی است: «آنها می‌خواهند به برجام برگردند در حالی که دشمن قسم خورده آنها با عجله و بی سر و صدا در حال پنج برابر کردن غنی سازی اورانیوم است.»

او ادامه داده که جمهوری اسلامی در حالی شروع به غنی سازی اورانیوم کرد که می‌دانست دولت بعدی آمریکا قصد بازگشت به برجام را دارد. آقای پهلوی این اقدام ایران را "اخاذی از دنیای آزاد" نامیده است.

شاهزاده رضا پهلوی تاکید کرده که تنها راه حل  برای آمریکا، برای نگرانی‌های امنیتی در منطقه و برای مردم ایران، حمایت از مبارزه برای آزادی و دموکراسی در ایران است.

او درباره برجام گفته است: «مشکل اساسی برجام این است که بر اساس استنتاج نادرست تغییر رفتار [جمهوری اسلامی] بنا شده است. چهار کشور غربی امضاکننده برجام معتقد بودند که رژیم رفتارش را تغییر خواهد داد اما این اتفاق نیفتاد. ایرانی‌ها می‌دانند که رژیم نه بر اساس منافع ملی ما بلکه بر اساس منافع فاسد و جنایتکارانه خودش اداره می‌شود.»

او ادامه داده: «به همین دلیل است که من در گفت و گوهایم با رهبران کشورهای خارجی به آنها گفته‌ام که تنها راه حل مناسب برای این بحران، حمایت از مردم ایران است نه  سازش با اشغالگران آنها.»

شاهزاده رضا پهلوی دلیل نامه نوشتن چند تن از فعالان داخل ایران به جو بایدن برای ادامه سیاست فشار حداکثری بر جمهوری اسلامی را نیز همین مسئله عنوان کرده است.

این افراد که از جمله شامل منوچهر بختیاری، محمد نوری‌زاد، زرتشت احمدی راغب،‌‌ فاطمه سپهری و حشمت‌الله طبرزدی بودند از بایدن خواسته‌اند که فشار حداکثر بر ایران را تا تحقق "آرزوی ایرانیان برای دستیابی به یک نظام دموکراتیک سکولار" ادامه دهد.

برجام؛ خوب برای جمهوری اسلامی و بد برای غرب

شاهزاده رضا پهلوی در ادامه مصاحبه‌اش عنوان کرده که پول‌های حاصل از برجام به سپاه پاسداران این فرصت را داد تا برای "بزرگترین شبکه ترور و جرایم سازمان یافته در دنیا" سرمایه گذاری کند و به "ناامن کردن دهها کشور" در منطقه ادامه دهد.

او سپس پرسیده: «جمهوری اسلامی چه چیزی را از دست داد؟ شاید فقط چند ماه برای رسیدن به سلاح اتمی اما با یک دست باز برای ایجاد آشوب در منطقه. رژیم دیگر حتی به سلاح اتمی هم نیاز ندارد.»

به نظر شاهزاده رضا پهلوی جمهوری اسلامی از طریق گروه‌های مسلح خود یک جنگ نیابتی با حداقل شدت در منطقه به راه انداخته است. و به همین دلیل تنها به یک "چتر اتمی" نیاز دارد تا جلوی تشدید این درگیری‌ها را بگیرد. 

شاهزاده پهلوی معتقد است اگر برجام بتواند این تضمین را بدهد که درگیری در منطقه تشدید نمی‌شود، جمهوری اسلامی به آنچه می‌خواسته رسیده و در نتیجه به "توسعه طلبی منطقه‌ای‌اش" با عملیات‌های خفیف ادامه می‌دهد.

آنچه غرب در این میان از دست می‌دهد، به نظر آقای پهلوی همان چیزی است که به دنبال آن است: صلح و ثبات در منطقه.

او نتیجه می‌گیرد: «به همین دلیل برجام یک معامله خوب برای جمهوری اسلامی و یک معامله بد برای غرب و مردم خاورمیانه است.»

دفاع از توافق ابراهیم

شاهزاده رضا پهلوی با دفاع از توافق صلح ابراهیم، آن را توافقی برای "پیشرفت، از بین بردن تباهی و فلاکت جوانان در کشورهای اشغال شده و کشورهای محور مقاومت" مانند ایران، عراق، لبنان، یمن و سوریه دان

توافق صلح ابراهیم نامی است که برای عادی سازی روابط اسرائيل با کشورهای عربی گذاشته شده است. این توافق تا کنون با امارات متحده عربی و بحرین امضا شده است.

شاهزاده رضا پهلوی در عین حال گفت که تا زمانی که جمهوری اسلامی برپاست امکان عادی سازی روابط ایران و اسرائيل وجود ندارد. به گفته او دشمنی با اسرائيل یک تاکتیک نیست بلکه رژیم به یک "دشمن مشترک" نیاز دارد تا بتواند فراکسیون‌های مختلف را کنار هم گرد آورد.

او دشمنی با اسرائیل را "چسبی یا ملاتی ایدئولوژیک" دانسته که امنیت و ثبات جمهوری اسلامی به آن نیاز دارد. او اظهارات مقامات جمهوری اسلامی در این زمینه را تنها یک دعوای کلامی بی‌خطر ندانسته و تاکید کرده که جمهوری اسلامی تهدیدی برای کشور اسرائيل است.

سقوط جمهوری اسلامی در کوتاه مدت

ولیعهد سابق ایران در پاسخ به این پرسش رسانه اسرائيلی که پرسیده آیا رژیم ایران به زودی سقوط می‌کند، گفته: «شک ندارم.... در سه سال گذشته تغییرات به حدی بوده که تنها عده کمی در ایران هنوز اعتقاد دارند که نسل جوان مدت زیادی این رژیم عقب مانده را تحمل خواهد کرد.»

شاهزاده رضا پهلوی دوران زمامداری پدرش را "بهترین دوران" دانسته و  پرسیده: «کدام ملتی به رژیمی اعتماد می‌کند که بدترین دوران را پس از بهترین دوران برایشان رقم زده است؟»

او گفته تمام تحلیل‌هایی که می‌خواند و نیز ارتباطاتی که با مردم داخل ایران دارد حاکی از این است که محبوبیت رژیم به شدت رو به کاهش است. او معتقد است حتی در میان خود ساختار رژیم نیز حمایت از آن به شدت کاهش پیدا کرده است.

شاهزاده رضا پهلوی در پاسخ به آخرین پرسش خبرنگار اسرائيلی درباره پیامش برای مردم اسرائیل گفته است: «رژیم اسلامی از ابتدای به وجود آمدنش مرگ را ستایش کرد. اما حرف من به مردم اسرائیل این است: زنده باد! (او این واژه را به عبری گفته). ما ایرانیان به عنوان یک تمدن ترجیح می‌دهیم زندگی را ارج بگذاریم و نه مرگ را. مردمانی که مانند ما فکر می‌کنند مثل مردم اسرائيل طبیعتا دوست و هم پیمان ما هستند.»
